SINGAPORE


Eflux Singapore Pte Ltd has formed a Joint Venture, Eflux SK Pte Ltd with SK Oilchem Management Pte Ltd, to collect, recycle and treat waste oil in Singapore using Hyflux's proprietary technology.

This new partnership – Eflux SK signifies the birth of a new concept of environmentally friendly services in Singapore and Hyflux commitment to realise the value of its technology investment. This partnership has since attracted much regional market interest.

On average, Singapore attracts some 140,000 vessel calls annually. This forms a strong base to provide the oil recycling service. This service offers a venue for the responsible handling of used oil as well as to create value from the used oil.

SK Oilchem is a very experienced used oil collector which specialises in the collection of used oil from industries such as shipyard and marine, motor workshops, navy bases and army camps.

Eflux SK has been licenced by Singapore's National Environment Agency (NEA) to collect and treat used oil, using the Hyflux Advanced Membrane System (HAMS). The process follows the strict guidelines from the NEA, who holds the code of practice to govern waste oil management.

This manner of operating the business reinforce the principle that we protect our environment and at the same time enhance stakeholders value.

 SAUDI ARABIA

Another joint venture had been formed, with SEDCO (Saudi Economic Development Company) and LUBREC (Lube Oil Re-refining Co) to jointly invest S$45 million in a used oil recycling plant, Jeddah, Saudi Arabia. This joint venture marks Hyflux’s first footprint in Saudi Arabia.

Eflux Singapore will sell and install the HAMS to LUBREC’s existing used oil recycling plant in Jeddah, Saudi Arabia, as well as undertake the relevant engineering procurement and construction work to upgrade and commission the plant with 24,000 tonnes per year (TPA) processing capacity. The capacity is expected to be doubled to 48,000 TPA in phase 2.

This will be the first membrane based oil recycling plant in Saudi Arabia and collect used oil from the power, petrochemical, marine and automotive industries. By using the HAMS, the plant will treat and recover the used oil to produce high grade base oil and is expected to consume less energy than conventional re-refining plants that use distillation or hydrotreatment techniques.

The 3-party collaboration will draw upon Hyflux’s proven membrane technology for purification and recovery of the used lube oils; SEDCO’s financial capability as a leading Saudi-based private wealth management organisation; as well as LUBREC’s used oil distribution network and industrial connections in Saudi Arabia.

LUBREC (Lube Oil Re-refining Co) is a licensed used oil collector and recycler in Saudi Arabia, specialising in the collection & recovery of waste oil (Hydraulic oil, transmission oil, turbine oil, gear oil, motor engine oil, thermal oil) from industries such as power, petrochemical, marine and automotive. Its treatment and storage facilities are located at the main Jeddah Industrial Estate for a capacity of up to 75,000 TPA as output production of used lube oils.

This joint venture places us in good position to value add the used oil recycling process and at the same time, help to clean up the environment.

 VIETNAM


In October 2007, Eflux Singapore signed a Joint Venture Agreement with Success Blossom Environment Vietnam Joint Stock Company (“SBEV”) to invest US$10.5 million to build a used oil recycling plant near Hanoi, capital of Vietnam.

Located at Phu Nghia Industrial Park, Chuong My Commune, Ha Tay Province, the plant will collect and treat up to 12,000 tonnes of feed used oil per year, and recover into high grade base oil for sale in Vietnam and other export markets such as Laos and Cambodia.

SBEV is formed between Success Blossom Group of Companies and Van Dao Co., Ltd and the joint venture draws upon the synergies of the three partners. Success Blossom’s extensive know-how in the Vietnamese fuel oil sector; Van Dao’s experience and wide network in the collection, recycling and sale of lubricants and grease in Vietnam; and Hyflux's proven membrane technology.

Hyflux will be the technology provider with the sale and installation of our Hyflux Advanced Membrane System or HAMS. Hyflux's subsidiary will be the project manager to supervise the design, engineering and construction of the plant, as well as to maintain the plant once it commences commercial operation.

Success Blossom Group of Companies is very active in the Petroleum Trading and Bunkering Business, trading and operating in and from all major ports through Asia. It offers the full range of petroleum products and services including tanker management and operation as well as bunker trading and bunker fuel supply.

The Van Dao Group is the first and only company in Vietnam with the nationwide license issued by the Ministry of Natural Resources and Environment of Vietnam, to collect and treat industrial wastes including used oil. Some of its customers include Coca-Cola, Toyota, Caltex, Yamaha, Vietnam Airlines, General Department of Logistics Vietnam, and Vietnamese Navy Army.
